GENERAL OBJECTIVES
The ICT business analyst is accountable for leading the processes and coordination efforts with public and private stakeholders regarding adoption of new systems and technologies. The ICT analyst will
provide technical leadership to beneficiaries and integrate technical expertise and business understanding to develop technical solutions that address beneficiaries’ needs and meet project goals and targets. This is a full-time (40 hours per week) position based at the ATraCSI office in Guatemala City and reports to the Guatemala deputy chief of party (DCoP).
RESPONSIBILITIES
- Assesses and support the needs of trade-related ICT systems (hardware and software) and relevant staff capacity of government and private sector institutions with which the project works;
- Identifies the requirements of the ICT system(s) for each organization involved, provides technical assistance and training to enhance the ability of beneficiaries to implement such system(s) from human resource capacity to hardware and software management and security;
- Designs and develops terms of reference to procure services needed to improve and/or build ICT capacity to meet ATraCSI’s objectives;
- Manages services procured to deliver ICT solution systems, services and training to ensure quality expectations are met in accordance with the terms of delivery and client and stakeholder satisfaction;
- Designs training programs and other training efforts related to ICT systems; for the different Guatemalan government institutions with which the project works;
- Collaborates with Guatemalan foreign-trade related institutions to design and develop appropriate processes and ICT mechanisms for greater efficiencies, connectivity, and systematic improvements;
- Analyzes business processes that are still done on paper and not electronically in order to identify the regulatory changes necessary to automate these processes;
- Supports initiatives of beneficiary organizations, such as: digitization of records, data entry efforts, electronic signature, interfaces between systems, internal connectivity within and between agencies and other areas as needed;
- Performs initial mapping and oversee comprehensive business process mapping for foreign-trade related organizations;
- Works in conjunction with the Organizational Capacity Building Specialist to identify areas of synergy and joint improvement strategies;
- Drafts scopes of work and coordinates international and domestic consultants to produce required program outputs;
- Generates report inputs and full technical reports in subject area, including inputs to the ATraCSI´s semi-annual reports, and yearly work plans; and
- Completes other tasks assigned by the DCoP.
QUALIFICATIONS
- B.A. in Computer Engineering; ICT Systems Engineering, Computer Systems Analysis, Computer Science or related;
- Experience in digitization of preferred systems and processes in the public sector;
- Experience is preferred with computer systems related to foreign trade, sanitary and phytosanitary systems, customs systems and/or electronic systems related to trade in agricultural products;
- Experience of at least five years working with agencies of the Guatemalan government;
- Experience working with guilds and private associations especially in the agricultural sector is preferred;
- Experience working on projects with funds from USDA, USAID, IDB, World Bank or other multilateral agencies is preferred;
- Ability to prioritize across multiple competing applications;
- Self-starter, detail-oriented, thorough, and well organized;
- Well-developed interpersonal and intercultural communication skills for teamwork;
- Excellent communication skills and written and oral presentation;
- Experience with multisectoral working groups;
- Spanish fluent spoken and proficient written. Proficient English as a work tool (reading and writing documents).
